Tianjin banks on service outsourcing

Tianjin expects its service outsourcing sector to rake in 30 billion yuan ($4.07 billion) annually by 2010, the Tianjin government said yesterday.

"Service outsourcing is key to the transformation of 'manufacturing in China' to 'service offering in China'," Tianjin Mayor Dai Xianglong said at the Global Outsourcing Summit in the port city yesterday.

"The benefits of developing service outsourcing are obvious: cutting unemployment rates, spurring economic growth, driving technology innovation and facilitating industrial upgrading. By 2010, Tianjin will become one of the global service outsourcing hubs."

To encourage service outsourcing, the Tianjin municipal government will allocate 50 million yuan every year from this year until 2010 to fund talent training programs relating to service outsourcing, the mayor said.

"In addition, we will come up with more preferential policies supporting the segment in the future," Dai added.

By 2010, the value of service outsourcing will reach 30 billion yuan annually, with export volume to be $1.5 billion.

Service outsourcing will play an increasingly crucial role in upgrading China's industrial structure, and is complementary to the development of the manufacturing industry in China, Assistant Minister of Commerce Chong Quan said.

Chong said his ministry had named 11 cities where "conditions are mature" as bases for outsourcing services. They are Beijing, Dalian, Suzhou, Xi'an, Shenzhen, Chengdu, Wuhan, Nanjing, Shanghai, Tianjin and Ji'nan.

"Tianjin will be positioned as a service outsourcing national training center among the 11 cities, while Suzhou will be established as a role model," Chong said.

The Ministry of Commerce is now busy drafting supporting policies to facilitate a favorable environment for service outsourcing development in the 11 cities.

The priorities of service outsourcing development in China will go to areas such as information management, data processing and financing and accounting software, Chong said.

By 2010, China's export volume of outsourcing services is expected to double that in 2005, he added.

From a global perspective, service outsourcing will witness rapid growth and give comparative advantages to all parties concerned, Bob Hawke, former prime minister of Australia, said.

By the end of this year, the value of the service outsourcing sector is expected to hit $1.2 trillion, with a growth rate up to 40 percent annually over the next couple of years, Hawke said.

The modern service industry will play a key role in a nation's economy and is expected to boost China's social and economic development in the next 10 years, Chang Xiuze, professor of the macroeconomics institute of the National Development and Reform Commission, was quoted as saying by the Xinhua News Agency.

-- The largest government-backed venture capital fund started operation in Binhai New Area, an emerging economic region in Tianjin municipality, on December 7.

初始注册资本20亿元人民币，滨海新区和中国开发银行各占50%股份。

With initial registered capital of CNY 2 billion, the venture capital fund is a 50-50 joint venture by Binhai New Area administrative committee and China Development Bank, one of the country's three policy banks.

Adopting corporate system, the new fund will mainly devote itself to attracting the venture capital institutions having outstanding investment performance, mature management experience and rich network resources at home and abroad to march into the Binhai new area.

The venture capital fund is to focus on the investment in the high-tech industries in the new area, such as electronic information, biological medicine, new materials and new energy, aiming at building more than ten funds, with assets of over CNY 10 billion, in Binhai, introduced Xing Chunsheng, deputy director for policy research department of the administrative committee.

TIANJIN, Dec 20, 2007 (Xinhua via COMTEX) -- CAT | charts | news | PowerRating -- The US-based Caterpillar Inc. has just started construction of a diesel generating units project with an investment of 54.25 million US dollars in the bonded area of Tianjin, a port city neighboring Beijing.

The project is designed to have three assembly lines respectively for midsize electric power generators and 400-series and 1,100-series generating units, as well as a large generator assembling section to install and test the products.

Caterpillar, a world leading infrastructure equipment producer, entered Tianjin in 1998 by launching the AsiaTrak project. It later also established the Asia Power Systems (Tianjin) Ltd. and Caterpillar Logistics Services, Inc. in the city.

HONG KONG, Dec 20, 2007 (XFN-ASIA via COMTEX) -- TNJIF | charts | news | PowerRating -- Tianjin Capital Environmental Protection Co Ltd, a China-based environmental protection and urban infrastructure operator, said it acquired two sewage treatment plants in the northwestern Chinese city of Xian for 643 mln yuan.

It said the total treatment capacity of the two plants is 310,000 cubic meters per day.

Each plant has an operating license good for 25 years, the company said.

Tianjin Capital Environmental today traded down 0.03 hkd or 0.91 pct to close the session at 3.27 hkd.

China’s first coal-fired power station employing carbon capture and storage is planned to begin operations in 2009, under a joint venture partnership, GreenGen, between a group of state-owned enterprises and American firm Peabody Energy.

The $1 billion 650 megawatt plant to be built at Tianjin near Beijing will capture the majority of its emissions for storage underground and the manufacture of by-products for use by nearby chemical companies.

China is building a new power station every four days on average to fuel its rapid rate of industrialisation across a population of 1.2 billion. About 75 per cent of its power comes from coal-fired generators.

On the back of this energy surge, the country is set to overtake the US as the world’s leading greenhouse gas emitter. This has seen China come sharply into focus in the global debate over action to fight global warming with many arguing its emissions growth must be curbed.

The large, worldwide coal group said that it became the first non-Chinese equity partner in GreenGen, the first near-zero emissions coal-fueled power plant with carbon capture and storage being developed in China.

The company joined the initiative at a formal signing ceremony held at the State Guest House in Beijing.

The $1 billion GreenGen project uses advanced coal-based technologies to generate electricity for Chinese families and businesses using the country's most abundant energy resource. Peabody said the company will be capable of hydrogen production and will advance carbon dioxide capture and storage, thus offering a clean energy prototype to carbon dioxide problems.

China Huaneng Group is the majority shareholder and Peabody will own 6 percent. The group will design, develop and operate a gasification combined cycle power plant near Tianjin, southeast of Beijing. A 250-megawatt plant will be built in the initial phase, expanding to 650-megawatts in later stages. Peabody said that the construction of the plant will commence in early 2008, with the first phase of the plant to be functional by 2009.

　　金融界网站12月11日讯 据路透社北京报道，中国和美国周二（11日）在北京举行了经贸合作签字仪式，签署了包括14个协议和备忘录，涉及高技术贸易合作、食品饲料安全和药品医疗机械安全合作、投资贸易促进合作、绿色煤电等诸多领域。

　　此次中美签署的协议是在第18届中美商贸联委会(JCCT)和中美战略经济对话的机制下取得的成果，包括由中国质检总局与美国卫生与人类服务部签署关于食品和饲料安全的合作协议，以及由国家发改委和美国农业部和能源部签署的关于合作开发生物燃料的谅解备忘录等。

　　签字仪式资料显示，合作协议中包括由华能集团与美国博地能源签署绿色煤电有限公司增资认购协议.绿色煤电项目总投资10亿美元，华能集团是该项目最大股东，博地拥有该项目6%的股份，亦是中国目前正在开发的绿色煤电项目的唯一一家非中国本土参股方。

　　据介绍，绿色煤电公司将在天津市区附近设计开发并运行一座可实现近零排放的综合煤气化联合循环发电站，该项目的设计和审核工作已经完成，在初始阶段，该站的发电能力将为25万千瓦，在後续阶段，预计电网输送能力将达65万千瓦.项目预计于2008年初破土动工，一期工程预计于2009年并网发电。

TOKYO (AP) - The Chinese government is considering using Japanese-style bullet train technology on a high-speed rail line slated to be launched next summer, a Japanese news report said Wednesday
Beijing initially planned to only use trains developed by German conglomerate Siemens AG, Japan's main business daily The Nikkei said in a Beijing-datelined story in its evening edition.


However, it has decided to also use Japanese-style "shinkansen" trains, partly in an apparent bid to improve bilateral relations with Prime Minister Yasuo Fukuda scheduled to visit to China on Thursday, the paper said, without identifying its sources.


CSR Sifang Locomotive and Rolling Stock Co. is manufacturing the trains using technology from the Hayate-series of bullet trains that has been licensed by Kawasaki Heavy Industries Ltd. and five other Japanese companies, the paper said.


About 10 eight-car trains which can travel at up to 186 mph will be used for the 74 mile-long route between Beijing and Tianjin, which is scheduled to be opened before the Beijing Olympic Games in August.


Half will be the "shinkansen" type and the remainder will be provided by Siemens, the paper said.


CSR Sifang Locomotive plans to produce 60 trains modeled on Japan's bullet trains, which will also likely be used for other routes, including one that will link the cities of Guangzhou and Wuhan, it said.

Kawasaki official Katsuhiro Sato said the company has been providing CSR Sifang technological support toward developing a bullet train since April 2006.


However, he refrained from commenting on whether any decisions had been made regarding their use in China, saying any announcements would be Beijing's prerogative. He added that Kawasaki had earlier provided support on a 124-mph Japanese-style bullet train already in operation in China.

TIANJIN, China (AFP) — English-speaking and ambitious, high-ranking officials are remoulding the northern Chinese port city of Tianjin in the hope of creating a new path for the nation's economic development.
Their dream is a future where the factories are high-tech, the workforce educated, and the environment unscathed.
"We face the responsibility of creating a model that won't cost too much, whether in money terms or in environmental sacrifice," said Ni Xiangyu, vice chairman of the Tianjin Economic-Technological Development Area, or TEDA.
"It's a new model for northern China's heavy industrial areas, and for western China," he said, referring to the two regions lagging behind the booming east coast.
At its five-yearly Congress starting on Monday, China's Communist Party leaders will chart the course for the world's fourth largest economy until 2012.
The concepts being tried in Tianjin -- home city of Premier Wen Jiabao and just 90 minutes' drive from Beijing -- are widely seen as a test-run in the regime's efforts to curb the excesses of decades of breakneck economic growth.
At the Congress, President Hu Jintao is expected to have his ideology of "scientific development" incorporated into the party's charter.

This, and his campaign to build a "harmonious society," aim to address the the widening divide in China between rich and poor, city and countryside, east and west.
These concepts also intend to ensure the environment is protected as the nation develops.

"Life remains difficult for many low-income people," Premier Wen Jiabao said in his annual "state of the union" address to parliament in March.
"The pattern of economic growth is inefficient. This can be seen most clearly in excessive energy consumption and serious environmental pollution," he said in the same address.
But although pollution is still a problem in Tianjin, a city of nearly 11 million people on the Bohai Bay, it is possible to get a feel of what China's leaders are aiming for.
Officials here are brimming with optimism when they talk about the synergies that will emerge when Tianjin is linked with the capital by a hyper-modern high-speed rail connection that will shorten the travel time to 30 minutes.
Together, with their many universities, the two cities have one of the world's biggest concentrations of brain power, Ni, the vice chairman of TEDA, explained enthusiastically.
By 2010, the two cities may produce a quarter of the nation's vehicles, and Tianjin could be the home of "a space shuttle manufacturing park," he said.
Already, Airbus is building its first assembly plant outside Europe in Tianjin.
TEDA, whose economy increased by 28.8 percent last year, is now part of the Tianjin Binhai New Area, an even larger zone.
Nevertheless, amid the expansionist fever, officials said they would not budge on environmental or industrial safety standards.
"We always bargain with businesspeople over land prices or tax holidays. But with standards -- no bargain," said Ni.
"My team sometimes feels a bit uncomfortable about this but I think it will be very beneficial for the coming generations."
Companies in the area confirmed the relatively strict enforcement of environmental standards, among them Novozymes, a Danish producer of enzymes.
"TEDA is very concerned about the environment. They ask all investors to comply with discharge parameters. They'll only allow investors if they can accept the discharge standards," said Lin Jishang, a director with Novozymes.
Hua Min, an economics professor at Shanghai's Fudan University, said using Tianjin as an example for others to follow was a sign of the times.
When China first opened up to foreign investment in the late 1970s, anyone with money was let in. In future, Beijing wants local policy makers to consider costs such as damage to the environment before giving the green light to companies.
"The Tianjin model will be gradually rolled out to areas across the country if it proves to be successful," he said. "It shows China's opening-up will be more selective in the future."

落户天津经济技术开发区的丹麦酶制剂生产商诺维信等公司证实，天津开发区对环境保护的要求相当严格。公司一名负责人说，“天津开发区非常关心环保问题，他们要求所有投资人都遵守排放限制。”
复旦大学经济学教授华民（音）表示，把天津作为其他地方今后效仿的榜样是时代的象征。当中国在上世纪70年代末首度向外国资本开放时，当时凡是有钱的都能进来。今后，北京想要地方决策者在给公司放行前考虑诸如环境损害等代价。
他说：“如果天津的模式获得了成功，它将被逐步推广到整个国家。这表明中国的开放今后将变得更有选择性。
