Builders’ interest drives up property prices in Tianjin

THE prosperous northern city of Tianjin has joined Beijing and Shanghai as a hot spot in China’s booming real estate industry.

A batch of leading property developers are targeting the city as their next business focus, despite strict industry rules and regulations issued by the government.

Tianjin Binhai New Area is the growth engine. It is China’s third special economic zone after the Shenzhen Special Economic Zone and Pudong New District, enjoying national preferential policies.

Its strategic economic position has attracted a score of large-scale investors from home and abroad, setting off a property development fever.

“Tianjin is one of three locations in China that will facilitate local business expansion in the next three years,” says Feng Lun, president of Beijing Vantone Real Estate Co Ltd.

Vantone is a leading Chinese property developer targeting the high-end segment. Beijing has been its major battlefield since it was established in 1993. But that changed in 2004 when Vantone began looking at Tianjin, partnering with Tianjin TEDA Group to tap the local real estate market.  

Now Vantone is a familiar name in the local market.

According to the company’s website, Vantone expects to develop an additional 15 million sq m per year of residential flooring space in Beijing and Tianjin over the next four years.

Guangzhou R&F Properties Co Ltd is another player with its sights on Tianjin. In 2004, R&F set up Tianjin R&F Properties Co Ltd with an initial investment of 1.5 billion yuan and began its first project in the city. Last year, it allocated another 5 billion yuan for its second Tianjin project.

“The government’s commitment to promoting Tianjin as an economic power in North China is exciting news for all property developers,” says Li Silian, R&F’s president.

The investment frenzy has pushed up property prices at a rapid pace. According to statistics from the Tianjin Economic and Technological Development Area (TEDA), price increases reached as high as 38% year-on-year in 2005 and 25% during the January to July period of 2007.

TIANJIN, Jan 07, 2008 (SinoCast China Transportation Watch via COMTEX) -- TJPGF | news | PowerRating | PR Charts -- Tianjin Port Company Limited, a leading port operator based in Tianjin, China, is about to set up the Tianjin Port Coke Dock Company Limited, which will bear total registered capital of CNY 600 million.

Tianjin Port will inject CNY 180 million cash and CNY 420 million worth assets in the new company.

The new coke dock will specialize in stock, loading and unloading of containers, and assembly and dismantlement and containers.

The company has two 50,000-ton deep-water berths, which are respectively used for coke and non-metal ore. The coke dock is 704 meters long, with a total areas of 124,000 square meters. It claims with a yearly throughput of 14.5 million tons and an expected annual income of CNY 290 million.

Tianjin Port says that it will sell more assets to Tianjin Port Coke Dock in a bid to ensure its integration of operational assets.

According to an evaluation report, the assets that are going to be injected in Tianjin Port Coke Dock have a book value of CNY 135.01 million.

Tianjin Port was founded in 1992. It launched its initial public offering in 1996 and was listed in Shanghai Stock Exchange on June 14 in the same year with a stock code 600717.

By the end of 2005, the company saw total 21 berths, with a designed transport capacity of 99.74 million tons, of which 7 are container berths. Its coke berths are the biggest in China with a designed capacity of 7.5 million tons.

Its metal and core berth has a capacity of 200,000 tons, which accommodates 200,000-ton bulk cargo freighters.

In 2005, the company recorded a total turnover of bulk cargo of 90.09 million tons, 2.25 million TEUs, a transportation volume of 24.7 million tons. It saw total sales revenues of CNY 2.36 billion from main businesses, with net profits of CNY 719 million.

The earnings per share were CNY 0.5. It saw total assets of CNY 6.39 billion, with net assets of CNY 4.01 billion.

Industry analysts say that with establishment of the new coke dock, Tianjin Port can further boost up its competitiveness in the industry.

Tianjin Port is providing transport services, which includes loading and unloading, freight, transfer and car transport. It also engages in wholesaling and retailing various commercial products and the economic information consultation service, warehousing and machinery equipment leasing services.
天津港公司拟以等值于4.2亿元人民币的天津港南疆港区焦炭、非金属矿石泊位部分实物资产出资，占注册资本的70%，再以现金1.8亿元出资，占注册资本的30%，成立天津港焦炭码头有限公司，注册资本为6亿元。

    此外，公司还表示，为确保拟设立的天津港焦炭码头有限公司经营性资产的完整性，公司决定向天津港焦炭码头有限公司出售天津港焦炭、非金属矿石泊位实物出资后剩余的实物资产。

Suzlon Energy (Tianjin) Ltd 赢得两个新订单，生产风力发电设备。
MUMBAI (Thomson Financial) - Suzlon Energy Ltd, India's largest wind-turbine maker, said its Chinese unit Suzlon Energy (Tianjin) Ltd won two orders from an unnamed Chinese power project developers for 100 megawatt capacity to be delivered by May.

The world's fifth-largest wind-power technology company said in a filing to the Bombay Stock Exchange the first order is for delivery of 33 units of S82 - 1.5 megawatt turbines and the second for 40 units of S64 - 1.25 megawatt turbines.

At 6.05 am GMT Suzlon was down 0.38 pct at 2,265 rupees on the Bombay Stock Exchange and the overall market was down 0.06 pct at 20,861.74.

Analysis: China investors look to Tianjin for policy hopes

-- The northern Chinese port of Tianjin, long overshadowed by other booming cities, is in pole position to lead China's next wave of financial reform and seemingly local decisions are taking on national significance. In an approach pioneered in the 1980s, Chinese authorities have tapped the city of 11 million as a proving ground for policy experiments which, if successful, may be rolled out nationwide. Foreign investors have descended on Tianjin to press their wish lists for change, albeit with muted expectations as city officials have so far broken little ground on new policy.

"Tianjin needs to really allow things that can't be done elsewhere in China," said Chris Hui, a banker in charge of structured corporate finance in China at Barclays Capital. The coastal city nearly 100 km east of Beijing has made a tentative start to fulfil its loudly voiced ambitions. It launched the 20 billion yuan ($US2.75 billion) Bohai Industrial Investment Fund in late 2006, the first equity fund of its kind in a country heavily reliant on bank lending. At the same time officials suggested they might use the Tianjin Binhai New Area to experiment with making the yuan freely tradeable, though talk of that quickly died down. And last July, Tianjin was designated as the sole gateway for a landmark scheme that would permit Chinese residents to invest directly in Hong Kong equities, but the so-called "through train" plan has remained on hold since then.

Industrial growth

A key question is whether Tianjin's new city boss, Huang Xingguo, will continue the reforming impetus of Dai Xianglong, a former central bank governor seen as a driver of change as mayor. While stating strong support for financial reform, the focus of Tianjin's leaders seems squarely on the industrial development already well under way. Multinationals such as Motorola and Samsung have big operations in Tianjin, whose 14.8 per cent growth in the first nine months of 2007 topped the national rate of 11.5 per cent. City leaders are promoting Tianjin to deliver the same spur to the national economy that the development of Shenzhen and the Pudong area of Shanghai did in the 1980s and 1990s.

"We want Tianjin to be northern China's gateway to the outside world, a high-value manufacturing and research and development base, an international centre for shipping and logistics," Deputy Mayor Cui Jindu said at a conference co-organised by the US Chamber of Commerce. Financial services seem almost an afterthought, but that has not stopped bankers, traders and insurers from pitching their ideas to Tianjin. The conference where the deputy mayor spoke brought a flurry of recommendations. Gaby Abdelnour, JPMorgan's Asia-Pacific CEO, said Tianjin should strive to develop itself into "a centre of excellence in the manufacturing of financial products". He pointed to the state of Delaware, where companies can incorporate in less than a day, as a model, emphasising the need for a judicial system seen by outsiders as fair. "It isn't just about a single thing," he said. "It's about a spirit of openness to foreign investors."

Mr Hui of Barclays, remarking that China's underdeveloped bond market posed a "capital bottleneck" for companies seeking funds, called on Tianjin to lead the way in bringing credit rating agencies up to international standards.

Ross Matthews, president of Hong Kong-based Starr Underwriting Agents, called on Tianjin to relax the high entry thresholds that he said were cutting China off from innovative firms in areas such as catastrophe and healthcare insurance. With Tianjin easily 15 years behind Shanghai in the insurance business, bold experimentation was a must, he said. "They need to show something different here," Mr Matthews said.

Tianjin has the sinews of growth: broad highways and a subway system have been built, office towers have sprouted and a high-speed rail link with Beijing is nearing completion. However, the wishes of bankers notwithstanding, the city's policy future is more uncertain.

TIANJIN, CHINA - Japanese Prime Minister Yasuo Fukuda on Saturday visited Tianjin, one of China's fastest-growing cities, with the hopes of Tokyo's business leaders on his shoulders.

日本首相福田康夫本周六访问天津，天津是中国发展最快的城市之一。福田此行肩负着东京经济界的希望。

Fukuda, who is on his second official day of a four-day tour in China, held talks and lunched with the top official of Tianjin, Zhang Gaoli.

福田在访问中国的第二天同天津最高官员张高丽会谈并共进午餐。

Fukuda told Zhang that he expresses "gratitude towards the Tianjin government for supporting the activities of Japanese companies here," the Japanese embassy in China said in a statement.

日本大使在中国发表声明说，福田向张表达了对天津市政府的谢意，感谢天津对当地日本企业的支持。

Zhang, the leader of the Chinese Communist Party in Tianjin, told Fukuda that he wishes to make Tianjin a showcase city of Japan-China cooperation in environmental protection and energy-saving, it said.

Tianjin, an investment hub north of Beijing, is the hometown of Chinese Prime Minister Wen Jiabao, "which is also politically important," a Japanese trade ministry official told reporters, adding a senior Japanese diplomat had recommended Fukuda visit the city.

Lufthansa establishes freight joint venture in Tianjin, China

FRANKFURT (Thomson Financial) - Deutsche Lufthansa AG said its Cargo unit has established a joint venture company for the handling of airfreight in the northern Chinese city of Tianjin with Tianjin Airport Hua Yu Air Cargo Terminal Co Ltd (HYACT).

Lufthansa Cargo holds 46 pct in HYACT, Taiwanese investor Hwa-Hsia International Holding Ltd has 49 pct and Tianjin Airport International Logistics Joint Stock Co Ltd holds 5 pct.

'Tianjin will develop into the most important airfreight hub in the north of China within the next few years', Lufthansa Cargo head Carsten Spohr said in a statement.

He added that Lufthansa wants to participate in this economic boom and secure its leading position in the growth market for logistical services.

In China, Lufthansa Cargo already holds 29 pct in Shanghai Pudong International Airport Cargo Terminal, 50 pct in the International Cargo Centre Shenzhen, as well as 25 pct in freight company Jade Cargo International.

CMA CGM plans entry into shipping market in China

CMA CGM, a French shipping company, prepares to invest in a container terminal at phase three of North Basin of Tianjin Port in China.

The group plans to set up three container berths at phase three through a joint venture formed with Tianjin Port and a third party.

Modern port facilities make China a preferred location for international transit. The investment will establish a network connecting the east, south and north of China. Besides, the group awaits an approval on joint construction works of phase three of Yangshan Port in Shanghai city at present.

日前，天津市政府召开2007年国民经济和社会发展新闻发布会。会上发布的最新统计数据显示，2007年是天津市历史上新增贷款最多的一年，也是创下近10年来社会消费品零售总额增幅最高的一年。天津全市人均生产总值首次突破6000美元。

    2007年，天津生产总值达到5018．28亿元，较上年增长15．1％，增速比上年加快0．6个百分点；人均生产总值突破6000美元，按常住人口计算，人均生产总值达到6022美元，按可比价格计算，增长11．2％。

    尽管央行连续提高了人民币存款准备金率、上调了存贷款利率，对商业银行贷款产生了一定抑制作用，天津金融机构贷款仍保持较快增长，新增贷款超过1000亿元。2007年末，天津全市金融机构本外币各项贷款余额6543．83亿元，增长20．8％，比年初增加1087．53亿元，是历史上新增贷款最多的一年。

SABIC and Sinopec Corp.sign heads of agreement towards formation of 50:50 joint venture

China Petroleum and Chemical Corporation (Sinopec Corp.) and Saudi Basic Industries Corporation (SABIC) today signed a Heads of Agreement (HOA) toward forming a joint venture company.
This 50:50 equal share joint venture company will invest in a 1 million metric ton per year of ethylene derivatives complex (600,000 metric tons of polyethylene and 400,000 metric tons of Ethylene Glycol) to be set up in Tianjin that will receive all its ethylene feedstock from an ethylene cracker owned by Tianjin Petrochemical Company, a branch of Sinopec Corp. The total investment will be around US$1.7 billion, with the complex scheduled to be completed by September 2009.

The Heads of Agreement was signed at a ceremony in Beijing today by SABIC Chairman, Prince Saud bin Abdullah bin Thenayan Al-Saud, and Sinopec Corp. Chairman, Su Shulin.
Prince Saud noted: “The new joint venture with Sinopec Corp. will further strengthen the links between our two companies. This will be SABIC’s first joint venture in China and we hope this will lead to more joint ventures and a strong relationship with Sinopec in the important China market.”



SABIC already has a strong relationship with Sinopec Corp. and Chinese engineers from Sinopec Corp. are currently helping to construct a world-scale polyolefins complex for SABIC affiliate Yanbu National Petrochemicals Company in Yanbu, Saudi Arabia.




“China is an important market for SABIC’s global strategy. This Heads of Agreement is a key milestone towards realizing SABIC’s goal of establishing a manufacturing centre in Asia. This facility in Tianjin will serve customers in the world’s fastest growing market, and is an important component in SABIC’s corporate strategy of being among the world’s top petrochemical companies by 2020,” said Mohamed Al-Mady, SABIC Vice Chairman and CEO.

     新华网北京１月３１日电（记者安蓓　姚均芳）记者３１日从沙特基础工业公司了解到，该公司已于３１日与中国石油化工股份有限公司签署框架协议，双方将组建各占５０％股份的合资企业，共同建设一个年产１００万吨乙烯衍生物的生产线。

    中石化股份公司目前已确认了这一消息。

    据了解，该乙烯衍生物生产线计划年产６０万吨聚乙烯和４０万吨乙二醇。生产线将设在天津，生产乙烯的全部原料将来自中石化全资子公司天津石油化工公司拥有的乙烯裂解装置。项目总投资将达约１７亿美元，计划于２００９年９月竣工。

    这将是沙特基础工业公司在中国的第一家合资企业。沙特基础工业公司董事长萨乌德·本·萨那延·阿尔－萨乌德表示，这个新的合资企业将进一步加强沙特基础工业公司与中石化之间的关系。

    据介绍，中石化集团下属工程公司正参与建设沙特基础工业公司位于沙特延布的聚烯烃生产线。

    沙特基础工业公司副董事长及首席执行官穆罕默德·阿尔－马迪表示，中国对于沙特基础工业公司而言是一个重要的市场。这个框架协议是沙特基础工业公司实现在亚洲建立生产中心这个目标过程中的一个重要里程碑。
